I feel like that difference also comes due to their knowledge of the Chaos Emeralds. Shadow already knows how to use Chaos Control (I assume due to the knowledge of Black Doom through his blood), while Sonic does not. Shadow has almost no experience using the full power of the Chaos Emeralds, while Sonic has a lot of experience using them.
Which brings me back to the original thoughts that the power of Chaos Control is a power the Emeralds themselves have. I believe anybody can use this power, but it requires the knowledge that it's possible, and then manipulating the energy of the Chaos Emerald to perform it.
Sonic had enough experience using the Chaos Emeralds to where once he knew it was possible, he was able to feel the flow of energy to make it work. Shadow already knew it was possible and what to do to make it work, so he already knew the correct way to manipulate the energy. Silver is psychic and likely was able to sense how the energy worked to make it possible for himself.

Whether it's Eggman harnessing them or Sonic somehow learning how to use Chaos Control(like, the only explanation is the data was listed in Gerald's cell and he was able to process it or something with his fast brain, but that's really silly. It's still the only thing Sonic could've done onscreen to remotely justify it. It's an asspull, but isn't too hard to explain it in some way).
Silver is the worst case because he had no foreshadowing to even that degree(which was still bad, mind you), which means, well, he just knows it cause he does. Mephiles didn't show him how to do so onscreen. I know there's been fun theories Silver is Shadow's descendant(and thus, is capable of some similar abilities, even though it's not that simple), but it's just another case of "nope, we don't want to explain it".
Black Doom also knows it, though it's implied he's the reason Gerald knows it too, and why Shadow has the abilities. That said, Black Doom also has no explanation for it. His narrative clearly has him want the Chaos Emeralds and it's not like they act like he couldn't know either. He just does... cause he does. Why a random alien knows? Who knows.
And now we have stuff like the Ancients, etc. Maybe they might finally give us a bit more information on those damn seven Chaos Emeralds. Where'd they really come from? ...Unless I missed it cause I haven't played Frontiers. XD

The point when Shadow starts treating Sonic like an equal is the exact point when Sonic learns Chaos Control.
Even when they both went Super later in the game, it was shown that Shadow can't control his super form as well as Sonic could and was one of the reasons he almost died.
Correct, because using abilities with only one Emerald is a big deal, and would make Shadow superior to Sonic. And then Sonic learns how to use abilities with only one Emerald, and that's a big deal to Shadow.
And then Sonic can control his Super form better than Shadow because Sonic has experience using Super, while Shadow has never used it before in his life.

Its honestly astounding how Frontiers still doesn't reveal a single thing about the Chaos Emeralds themselves despite being used prominently by the Ancients.
"The Ancients used the Chaos Emeralds in the past"
"So that means they invented them right?"
"Nope"
"So where the fuck did they even come from?"
"Who cares"
But that still doesn't explain why would any other character to just be able use the Chaos Emeralds, either for Chaos Control or to get a Super form of their own?

A lazy millennial who's good at what he does.I'm pretty sure that the implication was the Chaos Emeralds, like the Master Emerald, are some kind of primordial cosmic force, the opposite to THE END. At least, that's what I'm willing to assume.
Well this is annoying... I was trying to get a better time on Kronos Battle Rush, and... GIGANTO just didn't load. Instead, I was teleported to an open field, and while my timer didn't resume, neither did anything else. Sonic just stood there and none of my button inputs did anything. I had to restart the game, so I just decided eff it, I'll try again tomorrow.
Its a question with many different answers depending on who you ask that's why.
It also depends on what exactly are you speaking about. Consistently good or bad in what? Gameplay? Story? Graphics? You talking about the games or comics?

I will say the recent Qo L updates for Frontiers made it much better in my eyes.
A lazy millennial who's good at what he does.Mainline sonic games tend to A. have a big gimmick unique to them, and B. Not retain the development team from the previous games, so you get a lot of fluxuation in quality.
For this reason there's often considered to be dork ages but no one can agree on when they are. I've seen people name my absoloutle least favourite games as their favuorite.
On the topic of introducing my girlfriend to Sonic: she just played through the entirety of Sonic 3 before my eyes, then asked if there was any games where she could play as Amy, so we started on Sonic Advance 3.
She says she normally bounces of platformers because she struggles with focus, patience and thus timing, but hay she was single minded on these two games for hours. She really appreciates the music and bright asthetic.
And she is interested in borrowing the IDW comics from me at some point.
