Yeah. Because Tyson has some good observations on the Sonic cast, this has made some Japanese-only fans to herald him as "the good one", despite the fact his writing credits are very few.
It's just the weirdness of the fandom. He is an excellent artist, nobody would deny him that.

I'm assuming most of the shall we say, devotion, is due to Sally predating Amy as a possible love interest for the Western side of fandom (possibly due to the aforementioned toon predating CD. Even if it didn't, most people in the west likely first knew of Amy via Adventure or Sonic X)

Yeah, my Sonic cartoon of choice was Adventures Of Sonic The Hedgehog.
If I want dark asthetics I'll go to Sonic Underground because at least that is goofy as hell.
If you were a Sonic fan who grew up with the series in the early to mid 90's, Sally was the love interest on the Western side of things.
And it was the longest lasting romantic relationship in the entire franchise. Sonic/Sally were an item for a very long time, and even after they broke up, they kept their feelings for each other.
Given how unreasonable Sonic fans tend to be about...anything, its not too surprising people clung super hard to Sally.
Like in a franchise where people complain about the color of Sonic's eyes or the shade of his fur, does obsessing over one of his love interests really come off as much of a surprise?

"The Black Rage makes us strong, because we must resist its temptations every day of our lives or be forever damned!"I was never really into Sally/Sonic or Amy/Sonic in and of themselves, though from a writing standpoint I would say the former managed to get more out of the relationship because there was an actual romance there. Amy's thing with Sonic has never felt like it progressed or change that much because of the core dynamics of how they write the characters so its not quite as interesting. Its why the Boom TV series was such a breath of fresh air because the interplay between them could finally be played with and changed up depending on the episode.
