I think part of it was that Surge and Kit were made to be Evil Counterparts, but they're also Tragic Villains who were kidnapped and brainwashed. Surge has a Then Let Me Be Evil reaction to everything, while Kit was made so dependent on her he can't function without her, so while they definitely have to be stopped from causing trouble they evoke more pity than anything.
Since I was curious about it, I asked
Ian on Twitter about if Hyper Sonic would be able to defeat The End, but haven't gotten a response yet.

The Protomen enhanced my life.For a villain called The End, I feel like it's merely the beginning for them. Considering they're a mix of Unicron and Void in that they're circular giant True Final Boss monsters fought on the hardest difficulty of their respective games who love using Bullet Hell attacks and are implied to have connections to other antagonists of their series, I think it's possible that The End will reincarnate or that future non-Eggman antagonists will be connected to them in some way.

He at least seemed to learn the implications later as the Southern Baronies itself went to said pile after the SGW.

Funnily enough The End also reminds me of a different Void. Big difference is that The End actually has a personality and can speak.

By far his biggest mistake was his handling of Charmy in pre-reboot Archie.
Because Charmy was essentially an entirely different character in Archie compared to his game incarnation, Sega wanted him "fixed" and so Flynn decided that mentally regressing him (Charmy was 16 in the comics) into a childish state of mind was the ideal solution to that.
And yes, its a big case of Old Shame for him when its brought up.

A lazy millennial who's good at what he does.The End reminds me more of the Stone-Like from Radiant Silvergun and Ikaruga, right down the to the true final phase Bullet Hell section using the same colored bullet mechanics from the latter.

Should we even count Asura as an actual boss? I think calling it a mini boss fits more, especially since unlike the Titans you can encounter more than 1 Asura, Squid, etc. Though maybe that's only because all the boss videos I've seen only do the titans and The End.

Frontiers, and a part that stood out to me was that it feels like there are no real stakes for the finale.
I think since the threat is so incalculable we couldn't really see anything without the world just ending, and looking back on similar-scale antagonists, I think what helped them was that not only were they present for most of the game or mentioned throughout like Dark Gaia, their threat level steadily rose as it went on, like Chaos. With Frontiers, it breaking free is, by itself, so potentially world-shattering that there's no time to learn anything—almost all of what we learn about it personally is from its own monologue in the true final boss.

The evidence for this actually comes from Mega Man Zero in the form of Omega (who himself is responsible for the death of 75% of sapient beings), who is everything Dr Wily INTENDED Zero to be.
Let’s not forget Wily’s Maverick Virus which terrorized humanity long after he kicked the bucket.
Wily caused far more death and destruction than Egg Man ever could.
I never really bought the idea that Wily from Classic and X is a disconnect.
Hell, he's done things like hold Kalinka hostage to force Cossack into killing Mega Man, framed Proto, rampaged across the city twice in 7, unleashed a robot virus in 10. ETC.
Plus the idea of Wily creating Zero was around since the production of the first game. Sure, Classic is more cartoony but there is some pretty dark moments.
Though given Wily's character and Awakened Zero, I think he would view Omega as a cheap knock off of Zero A.I wise, and insult to have his work plagiarized.
Which would be rich coming from him.

That sucks cause it would've been a really good one as long as I gave the video adequate spoiler warnings.
Does anyone have a video of just that cutscene?

His writing of Sonic ideals in issue #50 were pretty blunt and on the nose, and quoting some despicable ruffians, it made Sonic sound "sanctimonious". It led to some bad faith ruffians to claim he is a gaslighter.
