@Known Unknown: Game is still jank in a lot of areas, the writing is gonna be hit or miss for a lot of people, and ultimately while the game is good and definitely has some amount of depth to it, depending on your mindset, it can be seen as a Master of None.
There are better open world games, better games with more in depth combat, and better platforming games. And the jank is there cuz its a Sonic game.
If all of those things aren't barriers, then pre-order by all means.
I'm personally enjoying it even if I wish some things were better and are quite frankly unacceptable for a Triple A game in 2022.

Would you put it below or above Unleashed? Is the combat at least better than werehog? Cause that's good enough for me, as werehog was serviceable despite me hating on werehog for like a decade LOL.

Much, much more dull than the Werehog. But I am also biased in favour of the Werehog since I actually enjoyed playing as him. I found combat in Frontiers (again, only from playing an hour, though) to be little more than a distraction from what I actually wanted to do in the game.
To me, the combat so far felt like Shadow's in 06- Just mash and Shadow does some neat automated punches and kicks, and you can chain them together. Except Shadow's looked better and didn't have distracting slowed down Starfy-like kick animations.

Oissu!So, the pressing question: is Frontiers So Okay, It's Average in a good way or in a bad way? Everything I've heard here so far has been SOIA. r/sonicfrontiers seems pretty positive. My friend's Discord leans negative. Taking the statistical mean of those qualitative judgements comes out to SOIA. QED.

Definitely not So Bad, It's Good, the controls are too good for that. I would really call it average, the only part I'd call definitely 'bad' are the visuals, and even then that's kinda a subjective thing since my main gripe is they just look visually bland and unappealing to me in comparison to most Sonic games, which have striking visuals. Despite it controlling way less slippery than Unleashed, playing it really just made me want to play Unleashed or even Colors again. So I guess it's a game good at making you want to play other Sonic games again?
Edit: In hindsight I'd also call the voice acting pretty bad, worse than usual. Except for Mike Pollock, who does good work as always.

Which while fitting for the narrative, he's like that from the start and it doesn't sound natural.

The voice acting feels like the crew were directed by a Japanese director. You know, Other M levels of awkwardness. Doesn't help Frontiers has awkward pauses. Amy and Sonic sound weird.

That's actually kind of common for dragon characters. To just have the ears. Same with fox, cat, or any other kind of animal character.
The thing is, there's tons of levels of how much of an animal/creature feature can be put into a character. Some could have the ears, a tail, both, just the nose, sometimes wings, have paws but lack other features, etc. Being draconic can be done in tons of unique ways, yeah. One could also wear dragon armor or just a pair of dragon gloves to show they're dragon themed.
I get what you mean. She's kind of an odd one(though it still looks good).
