It looks like in Sonic Frontiers, you can cancel the Homing Attack with a regular attack.
As a result, you'll maintain aerial momentum in the lock on direction for a while, but you can freely act.
Very convenient, no?

There aren't any mandates in the sense that everyone has to follow them. There's just rules dictated to peripheral artists like those making the comics. Sonic Team and anyone directly working with them don't have care about or follow them.
You can think of it as similar to how The Pokemon Company has a bunch of guidelines other people have to follow if they want to make Pokemon stuff like Pokemon never being show or implied to die or have genders, none of which Gamefreak or the anime makers follow or care about at all.
More like a case by case basis. I feel I need to point out that the fandom has taken these "mandates" and blown them entirely out of proportion, something Flynn himself as commented on.
They're less "hard rules that he has to follow" and more simpel guidelines. So its not that Shadow can't do anything silly ever, but rather its possible they don't want people drastically reinterpretating his character.
For instance, Flynn tends to have Shadow be much more emotional and a little more open about his feelings. That's a no-no for Sega, because they prefer Shadow being more of "act first, talk later" person who holds his emotions close to his chest.
This artwork doesn't have Shadow doing anything that's out of the ordinary. Even the comic showed him caring about that chao, albeit in a very subtle way.
Ian Flynn (and some fans) just would prefer a much more vulnerable and approachable interpretation of the character, but that's not what Sega wants.
