Didn't Sonic Forces literally have DLC where you played as Shadow and fought the jackal that would eventually become Infinite, thus giving Infinite a personal connection and reason to hate Shadow, something that didn't come up at all in the main game, even though Infinite would have made a great rival to Shadow?

Well, it had DLC where you played as Shadow, but the jackal was only fought in a cutscene.

My musician pageRegarding the multiverse thing, it's a bit of a misnomer, because Iizuka seems to be giving the impression that they're making the games, the IDW comic, and the upcoming Netflix show feel like they mesh into one big universe. And based on what Sonic Loreposting has been tweeting, it seems to mean the "Two Sonics" thing will be a thing of the past.
(Part of me wants it to also mean modern interpretations of classic characters can feasibly happen a la the Archie comics, if not in the games themselves, then in the IDW series, but I'm not holding my breath on that...yet.)
NGL I'm a bit grumpy about the latter, but it's not the end of the world. And yeah, I'm not really mad about the lack of Shadow here. It's literally not the first time it happened. (See Unleashed, Colors for the consoles, Lost World.) I doubt that he'd be able to contribute much to the plot anyway. (Plus, a part of me wonders if Sega is waiting on the Sonic 3 movie to see if it'd be ideal for them to change how they handle Shadow in the games.)
Hmm. Did the Sonic 2 movie inspire Sega to be more creative with their Chaos Emeralds lore?

Frontiers gives me the impression of just wanting to focus on Sonic and his closest companions. And of fucking course, Shadow does not count as one. The fact Amy is the first mentioned rather than Tails is a change of pace I welcome.
And yeah, you're right on the money. It's why Prime and IDW are game centric rather than being its own weird thing. The movie so far is the only exception with the liberties it has.

Everything holding you back.As much as I'd like to see the Sonic Adventure-esque character levels come back, I'm both okay with just having Sonic (the guy I played these games for) and think people have gotten too expectant that other characters will take the stage.
Like Cream, I just don't see her coming back in a major way and its not really any future game's detriment that she isn't. Or Shadow, who granted could fit in well, but I'm fine with him not being here.

The main reason I'm slightly disappointed at the lack of Shadow (and apparently Metal Sonic) is that...you have a game with a partial focus on combat. Do you understand how you could have had the dopest rival battle ever in that case???
Imagine fighting Shadow/Metal Sonic and they got similar movesets to you and you have to figure out how to play around that.

Pretty sure if they wanted the higher voice, Roger could do it himself. Least, he did when I met him.
