As I understand it, Shadow's not quite as fast as Sonic, though short range Chaos Control probably lets him compensate.
As for the wider range of powers, you gotta be able to hit him first. Sonic's been dodging fancy lasers and shit for years.

It's not really that noticeable anyway, cause, you know, battles are high-paced usually.
Shadow?Yeah, Shadow's arc in Adventure 2 includes him getting to respect this random dude who is matching him blow for blow despite being "just a guy who loves adventure" rather than being created to be the Ultimate Lifeform.
Shadow respecting Sonic and getting a kick out of competing with him is IMO more enjoyable than discount surface level Vegeta.

I could see Shadow as the more mature, composed friendly rival ala Portgas but with the air of Mace Windu about him. But also like capable of having civil conversations with the rest of the cast if they initiate.

In Heroes, he was amnesiac and mildly freaked out by Sonic "looking like his twin", but otherwise largely following the same rhythms.
In St H he's annoyed by Sonic to the extent that one non-canon ending has him just betray the heroes just for the sake of fighting Sonic, to then declare himself the world's most powerful hedgehog.
In Battle he's largely focused on Emerl rather than Sonic.
In 06 there's this unspoken camaraderie where they exclusively work together when they cross paths, but will occasionally throw in little words to push each other, like "Don't be late." "Same to you."
... Then he becomes Vegeta 2.0 until Forces, where he fights Infinite and then becomes as useless as the rest of Sonic's supporting cast.
Super Mario Bros Z at least made it clear he wasn't acting like himself.
Sonic calls him out on it, and it's revealed he's acting as he is because of how Metal Sonic murdered Rouge.
Sega just got in their heads that Shadow being Vegeta is who he really is.

My assumption is that they want to have their cake and eat it too. They want to be able to use these characters however they want, but don't wanna put the leg work on justifying their presence.

Sonic and Silver can use Chaos Control, yes. However, they aren't as good with it as Shadow is, and Shadow can also do plenty of extra stuff with Chaos Energy.
At a baseline, Sonic and Shadow are a mirror match. When going all out, Shadow brings the heavy Chaos artillery, while Sonic becomes real good at running and rolling like a ball.
