Sonic Nex Gen, Secret Rings, and Black Knight are the only games where rails always naturally come from the environment.

I don't recall any moments of that outside the movies. Then again, I've barely read the comics and the only shows I'm familiar with are Underground (Groan) and X. Anyways, you know the drill. Pariah video, Sonic Advance, yada yada. Although, I will say that of the pure 2D games, while I haven't played them I do think that Advance looks more interesting than the Classic games. I don't know, maybe it's because the characters seem to have variety instead of being Sonic echos.

Only Amy's extra stuff actually matters if you care about the characters being different in utility.

Check out my art if you notice.It'd be interesting if Dr Starline did get resurrected only to wind up as part of an Anti-Eggman Legion, a group of villains who want revenge on the mad doctor for wronging them or just because they think they can run the world better.
So far the amount of candidates would be low and the ones that could be members (such as Infinite, Dr Eggman Nega and by extension Metal Sonic 3.0 and also Imperator Ix) are all either dead or stuck in another dimension, making the idea improbable unless a bunch of new villains were introduced.

He is like Black Doom, a third party enemy who doesn't care about the "Sonic Cycle" (Sonic vs Eggman drama) and is doing his own thing.

Exactly. Imperator Ix has no personal grudge against Dr Eggman like Dr Starline, Eggman Nega or Infinite. He just opposes Dr Eggman because he wants to conquer Sonic's world himself. If anything, an Anti-Eggman Legion would only be tied together due to having a common enemy and fall apart because all the members think they should be the one to rule the world and that their allies are in the way.
At what point was it decided that Tails was the Smart Guy? Because I don't think there's anything to suggest this in the original Genesis games, and I can't find anything made before Sonic Adventure that says he's a genius or anything.

Both Tails Adventure & the OVA are pretty obvious early examples.
But clearly in Sonic 2 and Sonic 3 have him provide attachments to the Tornado.

Rules of the Internet 45. Rule 45 is a lie. Check out my art if you notice.I wouldn't say it's particularly obvious. Technically both Sonic and Tails could fly and maintain the Tornado with nothing in-game to suggest Tails was better at it. And Tails Adventure is kind of obscure.
He probably was always meant to be smart, but I think this might be another thing with a regional gap, since I recall early American cartoons and comics mostly depicting Tails as an immature kid sidekick rather than a mature-for-his-age boy genius.
It was there as early as Sonic 2's JP manual.
Of course, Tails only became a general genius as of SA 2, before then his intelligence was largely centered around planes.
The Tornado being Sonic's plane had nothing to do with what was said.
Randomness said that Tails is the reason the Tornado had attachments added to it...
If you care about the narrative reasons it suddenly has a rocket on it after Wing Fortress or an extendo-plunger that catches the Master Emerald...

Even in the game they're introduced in, SA 2, there's plenty of levels where the rails are just THERE with no explanation, especially Shadow's giant canyon full of rails with no explanation.
