I mean, Knuckles got a grand total of three lines, so yeah. Those two themselves say a lot about the current state of Sega's confidence in the cast. They just stand around acting as cellphone communication while Sonic, Tails, and Eggman do the exploring, whereas in earlier games they'd likely be right along with you, at least in cutscenes.
I like Tails as kind of a smartass, but I don't like him as a Jerkass, which is where Lost World took him.
I used to joke that they wrote him like a teenager. He's insufferable and sarcastic even in situations that don't really require it, and responds to most things Sonic says with something biting and condescending even when it's just regular conversation. But he also craves Sonic's approval and gets standoffish and moody when believes he's not getting it.

This may sound controversial, but I think with Lost World and Forces, they should've went the Shadow the Hedgehog route of having them be secondary allies that go with Sonic, but only use them in boss battles like assist trophies/characters that can help. If it takes Sonic at least another person to help him, it kinda gives the villains more credence and genueniely makes Sonic's friends more useful in the story. Hell, I'd love to see Amy and Zeena go at it one day. They almost got it right with the Avatar in Forces, but they needed to make the battles with Metal Sonic and Infinite more unique to compromise.

A bit more variety among the characters, what felt like a bit more variety among stages (even the ones that were visibly different in TSR felt more or less the same to drive through), and - most importantly - the game doesn't revolve around pressing your ultimate button at the right time to negate another character pressing their ultimate button.
That said, I loved both.
A hand drawn 2D Sonic game probably wouldn’t be too much more expensive than something like Cuphead.
Granted, Cuphead itself was very expensive, iirc, so that’s hardly saying much.
It could be less, come to think of it. Classic Sonic games used circling backgrounds, fairly simple animations, and several of the foregrounds are palette swaps. I’m mentally comparing, say, the Death Egg Robo to Dr. Kahl’s robot, and there’s a hell of a lot less going on there that would need to be animated.
It’s still probably not a good idea, though.

Related. There's a fan project to make a fully animated game
based on The Super Mario Bros. Super Show! ie. using hand-drawn sprites against hand drawn backgrounds, not unlike Cuphead.
A man can dream I guess, but at least Sega is planning to have more animated Sonic shorts for future Sonic games

If we get more short-form Sonic toons, I would love if they used dialogue. Thankfully, Sega's director of animation discussed it a recent interview:
Well for these projects, the schedule is so tight that we didn't have a liberty of producing more and then cutting down. Literally what you've seen on the Internet is all we produced, actually. Then the challenge and the joy at the same time was producing a show without dialogue. It definitely created a unique challenge, but a welcoming one. We actually learned so much from that experience, but in the future we might be thinking of having dialogue, and also a longer piece, but still the short form — it's not full series, but a bit longer than those two previous shows.

She hasn't ever said that before.
