Universes operating by the "every decision spawns a timeline with a different choice" rule would result in too much disorganization, especially when the majority of these timelines are going to lead themselves to ruin through stupidity. Dead timelines that take up unnecessary cosmic space, and thus get pruned.
So, the Root regulates these branching timelines with Quantum Timelocks. Events so important to the world's continued survival, that they are guaranteed to happen across all surviving timelines branching off from the core.
