So, I have to ask - even without the ability to slow him down, are you sure that you can kill him before he has the chance to escape? Because if you can't... you might end up cursed with death.

This sword that has yet to exist... if it can cut through magical energy, it can also cut through psychic constructs by definition. I have no idea what this "Chaos" is, and you describe it as something different from magecraft, but an anti-magic blade interfering with such a thing shouldn't be out of the realm of possibility.

Well, it just means it can't be a continuously-active sword. Normally, it would be a mere blade, but if you kickstart it with a bit of energy it can then cut through and dispel spells. Reducing its scope to a strike of the blade will require precision to handle a spell thrown at you - but against runes it's arguably more effective.
And I wouldn't recommend using it and Chaos Control at the same time - I don't want to know what would happen - but at least you can carry it with you uninhibited.
