Given its' abilities and general demeanour- I imagine that it was made by a Masked Being that is of a lower power than one that it is hostile towards. If it can't win alone, it'll inflate the numbers.
And if I'm right, whoever made it came from a parallel universe, not timeline- because of how far back we diverge from one another.

It has never expressed malicious intent, but I know where you're coming from.
I've had to deal with a hostile masked being before, but now I call them my friend... despite how its' mission was to kill any magic-user at all, and how it chased me where-ever I went.
I managed to reform them through teaching, and allow them to give positive contribution... and in my success, they managed to become better- with their mask changing their colour from white to silver.
I've heard what happens when I kill though. That wasn't a good timeline where I decided to kill that one, that I thankfully chose to reform.
It's not in my nature, or character. It'll break me to kill.
Unfortunately... I'd have to give you the tool to kill Pygma. And that- would just be indirect.
