How I would do it is ultimately irrelevant. You of all people surely know that whoever has the most superior weapons dictates the laws. Whether or not they should is also irrelevant. Eventually, another party develops superior weapons, or finds a way around the existing ones. The world collapses, renews, the cycle repeats.
Machinery, diseases, munitions, biology, manpower... the method does not matter. The end result is continually the same.
