Well, the Turian Hierarchy operates as a meritocracy, and your position on that depends on your battlefield qualifications.
I'm a registered cadet, so I'm a tier 29 citizen. When I finish my training and get recruited, tier 28. Tier 1 is where the Hierarchs are, the top generals, admirals, governors, scientists, you get the idea. They pick a Primarch, who holds executive sway.
