It's virtually an extended right towards citizen arrests. We still need to turn people over to the police.
But we're just able to use any means necessary- getting clearance for lethal tactics is a whole kettle of fish that no-one wants to touch because it makes you seem dirty.
That's for the officially recognized people regardless.

It's- also a cultural thing. It'd be unpopular to try and strictly regiment them.
I mean- I deal with superpowered villains most of the time- one of them specializes in using dreams.
Plus- y'know- there's still paperwork to become officially registered.
Which does have its' own tests and questions to filter out people who might be too unbalanced.
If they immediately sign on for lethal clearance it's usually a bad sign.
