Not exactly. As I was saying- every superhero out there, there's a supervillain too.
And its' either 1-1 or villains outnumber heroes.
... And I suppose the act that there's more than just criminals around the world... The Chromatic League fight extraterrestrial threats.
So while there might be a hero in every town, some of them are retired, or have duties to something else.
It's one of those things where- you're bound to have heard of one.

My father and uncle are both involved with that kind of world.
My father's a governmental representative for Britain, being a middle man between Parliament and VIGILANT- which is basically... an international network of superheroes and vigilantes.
If there's a problem that comes up, he pushes it through either way...
And well- like I said- my uncles' a superhero himself. I know of a few in my country too.
