I almost considered shooting him there and then when he wanted to join my state.
I could almost tell that he was going to be trouble for someone at some point.
But- he was among the first to join. Thus- I couldn't shoot him, else all the Pirates that I inspired would be free-booting, going by their own laws, because they wouldn't want to try and join me if I shot the first man to approach me voluntarily.

I wouldn't want to add- "destroyed a fellow Pirate crew in a naval battle" on there as well. At least if I just shot the captain, the crew could be added to my personal fleet.
