A reaction implies a sense of control, and active point of continuing its' survival.
If a seed grows from the ground, it does so because of its' conditions that allow it to grow- it is not reacting to the surroundings, that implies the agency.
It is benefiting from its' surroundings where it otherwise wouldn't. Place a seed in any ground and it will try to grow- but in unfavorable conditions- it dies.
Plants do only one thing- grow, and attempt to grow.
It is only the results of their growth as a species that dictate under which conditions they can grow- thus what we could consider a reaction, is an opening floodgate.
