How did it get broken? You can't break water. You can make water go away for a bit but then it drops back on your head from the sky later.

Every other day, I had to come back from grocery shopping or hero work to find some lizard thing or giant bug wrecking all the buildings. Place would usually be a mess after that, from all the quaking.
It got harder to handle when I had a kid to look after, too.
