But not all governments are exactly going to be the best, either.
I know there are a few- cases of rogue government organizations in the past...
The system of superheroism is largely self-policing. If one hero goes out of line, another will rise to take that rogue hero down.
Which is helped these days by- well- a network that has been set up.
It's called VIGILANT- one guy basically set up a large database and networking center for all heroes worldwide. Helps coordinate and provide information.
I find it useful. And it largely preserves independence.

I wouldn't say- foolhardy. Not all of them, certainly... I'd say naivete.
Though making the world a better place isn't exactly a crime.
