It is a bit like a dagger or a spear. It strikes with its very tip and the energy is then used to pierce through enemy's defenses. Naturally it can be used differently as well.
A sword might be easier to hurt someone with due to its wider area of striking, but a whip can kill as reliably as any other weapon.
Regardless of whatever the quarrel you might have, it should not boil down to violence. This place is meant to be one of peace and relaxation.

Phah. How could you reliably pierce with a whip? It's no stabbing weapon like the dagger or spear- you whip it.
If I wore armor, I doubt a whip would pass through it reliably.
If I see an officer using a whip confidently, I might give myself pause because it does show skill, but- I'm not threatened by the whip.
Because you're only giving one situation- one exceptional hit- and it is effective.
And most officers will know how to stop that from happening. Like fighting a spear- you just make the tip irrelevant.
