I did it as the leader of the WRO, detaining a violent criminal responsible for the deaths of more than 1,200 people and the destruction of a large part of Junon.
I can take care of the first, and maybe the third, although everyone involved will no doubt be facing a public outcry. But the second is out of the question. We're doing everything we can to come up with a better long-term solution, but in the meantime, he's simply not safe.

You don't seem to appreciate what we're trying to do here. The world does not need, nor will it be able to handle, another Sephiroth. Actually, the threat Cloud poses outstrips even Sephiroth, considering the former has bested the latter in combat. It's been five years, and we're still recovering. We cannot afford another setback.
That being said, if he stays with you, he is your responsibility. The WRO will correspond with you to supply his medication, but any further damage he causes will be on your head.
In regards to the various devices we implanted, I doubt you could do much to remove them. But you at least need to allow the medical team access to him to disable the safety catch.
