It can do, but it can also mean nothing.
Because they're really passing the time.
Here's the thing... not everything has a deeper meaning to it.
It's like holding the door open for someone. Sure it's polite, but you're not doing it because you want to be polite to that specific person, but more just because you can.

Because sometimes ignorance is bliss, 108.
And you must be the happiest soul in the goddamn universe.
Now you make tea by boiling water, putting the tea leaves, or a tea-bag, into a mug.
Then you pour boiling water into that mug with the tea in it.
You let it brew, and then serve it up with any additions like milk or sugar for black tea.
