The lengths Rome went in its' hatred of Carthage- came to a crux at that point.
The international community decided it was best that Rome would be divided, and never whole.
Carthage as a nation managed to survive- the other half of their leadership was in the South Americas, speaking with a recently independent ex-colony of Carthage.
