I'm afraid I do not know exactly how it works here. My daughter once visited here as a fawn, and visited again after twenty years had past in our home. It was if no time had passed at all in this room.

Deer... It'd be difficult to do. Its' theoretically possible, but- you'd have to be damn good at it. And even then, it likely isn't instant.
You'd have to be thinking of every single space in that environment- to do it instantly. And- well- environments aren't inherently hot or cold like a knife is inherently by concept- sharp.
The best thing to do- is to try and replicate specific types of weather. Such as- rain.
There are plenty of examples of populists trying rain rituals to grant themselves water for their crops.

(@Hal) Well... I w-was wandering the woods to c-collect ingredients, and I f-found an, um, interesting statue. I t-thought it would m-make a neat p-paperweight. When I was, um, brewing potions o-one day, the statue glowed and made an offer. I accepted, and t-then it merged with me, which g-gave me my other form. Since then, I h-have, um, put it to good use.
