Well there could be any number of reasons so let's get some context...
- Is there some threat that personally affected them? Such as some social movement, or enemy state?
- Are they super patriotic and just wanted to do something, and since they have superpowers the government was willing to take them on?
- They just a bunch of sadistic freaks and manipulated their way into secret agencies so that they can kill for fun?

Maybe the government was looking to put together a crack squad and looked all across the country for Teens With Attitude.

Not really; they're a screwball jock and a shy nerd who somehow get the powers.
Their math teacher is a leader of one headquarters, and a Teen genius girl works/lives there. The rules are somewhat bent as it is. They mainly target odd, abnormal cases, such as alleged "ghost ships", a "pied piper", and thieveries from highly-secured areas.

Okay, I have this idea where two teenaged guys become secret agents... but how would that be realistically possible? They are partially-mutated (in the cool, sci-fi power way); is that enough of a reason?
