Hypothetical example here. There's a superhero who calls himself The American. Not because he's from the United States(which he is) or because he's intentionally modelling himself with that nation in mind(which he isn't), but simply because the people in the European city he lives in are too preoccupied with the fact that he's an American that they could never remember the superhero name he originally picked out for himself, they would always call him "the American" or "that American fellow" or things like that, so he eventually just gives up and starts calling himself The American.

My question is, does this still qualify as Captain Geographic?

I'd say no, he's not a Captain Geographic. The trope definition says: "Superheroes that are obvious about which country they live in, usually by name, Patriotic Fervor, or costume. " From your description of him, he fits none of those.

I think Fighteer has it right. Neat character/story idea, though.
