The current official guideline is to move them to Trivia. I find that many of them are so (ahem) trivial as to be delete on sight, it's only the well developed sections that need to be moved.
"It's Occam's Shuriken! If the answer is elusive, never rule out ninjas!"There's likely to be a Shout-Out, Mythology Gag or What Could Have Been to also put into a Trivia page, so it wouldn't be a lone trope entry you're moving.
I'm not fond of Hey Its That Guy or Hey Its That Voice much because with some shows this happens every episode and the list becomes an long list on in-jokes (Dracula played Count Dooku!), not to mention an eyesore. The Trivia page is better suited for handling that, and I usually try to preserve accurate information rather than delete it outright.
Besides, Hey Its That Guy isn't for well-known actors who happen to have played another role. It's for the bit players and character actors who show up allover the place, and you know their face , but can only identify them as "Hey, it's that guy who was psychic in the "Nick's stalker" episode of CSI!"
A lot of people use Hey Its That Guy when they really mean Retroactive Recognition. I've occasionally said Hey Its That Guy examples are self-negating. If the actor's well-known enough to be identified in Hey Its That Guy, he has ceased to be That Guy. Kind of a Zen thing.

Could we also fix the "Who play what" part? I mean, I hate to read "Dracula is played by Count Dooku!" when both pothole to different works, but not to actor. Then I need to head some other site to read who plays the damn role.
This bugs me mainly because I'm too lazy to sit trough the credits and check actor for every single character in the movie, so I have no idea who played what. It's a miracle I know who played the lead.

That can be a separate effort after all the examples go into Trivia, but if you see some and want to fix them, go ahead.

Even worse is when the entry is stuff like "Bat Man is fighting against Obi Wan Kenobi, and Vincent, Jules and Mr White are his posse. [[Twilight Bella Swan]] is the love interest.
None of which has any relevance to the work in question, or to those who have not seen the listed roles.

Is it alright if I just delete the "Hey It's That Guy/ That Voice" entries when I come across them on a work's page? They are so pointless it is not worth creating a trivia page for the work just to put them there. They don't tell you anything besides "A bunch of actors in this film/show have been in other well known films/shows before", which is not far off from People Sit In Chairs.
