I actually think a Rouge game could be cool as long as it's well programmed enough. A lot of Sonic bashers seem to automatically hate any character created after Tails, but Fan Dumb followers aside, I think Rouge is a reasonably decent character.
I also think it's sad the shadow of Miru has to fly over our heads whenever we mention Sonic.

Well, if I were to make a Rouge game, it wouldn't be a platformer at all; it would be a Leisure Suit Larry-type sex adventure game.

Experience has taught me to investigate anything that glows.Any character can make a good game, from any franchise, if you make the game surrounding it appropriate to that character. Hell, some are harder than others (try making a good game out of Omochao) but given the general lack of development the side characters have been given, and the scope of the universe, you could well make a side game based on one or a couple of side characters. Done well, you get a good result. Done badly, well... regardless of your feelings on Shadow The Hedgehog, it took the series bad places.
It helps if the fanbase doesn't get too hung up on certain elements. Unfortunately, this is the Sonic fanbase we're talking about.
The term "Great Man" is disturbingly interchangeable with "mass murderer" in history books.Rogue should get her own game? That could be potentially awesome, with her going around absorbing other people's powers and using them against her enemies.

If so, why?
