anyway, if you're going for Outkast-esque, I'd recommend The Goodie Mob (you may recognize one of their members). As far as your other thing goes hmmmm....not entirely sure. Try The Last Emperor and his The Legend of Bigfoot tape.
Oh and similar to NWA in style but not exactly content (kinda half-and-half there) are the Ultramagnetic MC's, whose best album is Critical Beatdown.

Neutral Milk Hotel really don't qualify, but Sufjan Stevens is pretty much the Trope Codifier. I'd also recommend Belle and Sebastian's If You're Feeling Sinister (or Push Barman To Open Old Wounds, if you're somewhat more adventurous).
With regards to :zoviet*france:, I would recommend Mohnomishe, Shadow, Thief Of The Sun and Mort Aux Vaches: Feedback. Each recording is separated by about six-and-a-half years, is representative of a period in the group's work, and is just a cool album in its own right. To further fill in the gaps, I might also recommend Hessian, Misfits, Loony Tunes And Squalid Criminals and What Is Not True.
