By definition, a cour is 13 episodes, yes, but now that you mention it, I should refine my questions:
Does the anime have 2 cour?
Does the anime have 1 cour or less' worth of episodes?
It has two cour.

Wikipedia only lists 4 anime series that the aforementioned individual was part of in 2004, and none of the other ones have more than 13 episodes, so apparently this is really obscure or I misread some comments...
There is an error in that Wikipedia page.
