Is this from a movie?
Is it Detekoi Tobikiri Zenkai Power?

Is it from one of the Dragonball series?
Is it from Naruto?
Clever (I could've said Naruto, and people would've assumed it hadn't ended, when the first series did), but Naruto is not from the nineties.
Did this series extend into the new millenium?
Is the protaganist a girl?
No, to both.
Is it set in a non-modern time?
Was it serialized in Shonen Jump?
It's set 20 Minutes into the Future. And it wasn't published by Shonen Jump.
EDIT: Going to sleep, leave your questions and I'll answer in the morning.

...Wait. I think I know what the anime is.
"Took a long time to complete." Nothing about quantity of footage, or when the manga was from.
Crud. It's not the OP and there's no consistent ED! Okay, I get three guesses...
Is it "Tragedy of Bashtarle, Greta Garbo" (including any versions of that piece)?
Is it the "Experts of Justice" theme?
Is it "Charge! His Name Is Giant Robo!"?
Ha! I didn't expect someone to figure it out this fast. It is, indeed, Giant Robo, and there is and ending theme of sorts... Here it is:
Indeed, Giant Robo: The Animation is a 7 episode OVA, but do to several issues of development, it took 6 years to finish (and only managed to cover the first arc). It still is a wonderful series, and you should all watch it.

I'm glad that you all enjoy the game so much. It's not moving slowly. If you want your name on the front page in a timely fashion, it would help if you sent me a PM telling me which round you played (as the answerer, obviously), the name of the song, and the anime. You don't have to count the facts, but I might not count them either.
I've made this rule 12.

Like I said, no consistent ED. I've been rewatching it lately and I've gone through the first four episodes — that one (which appears again as "Tragedy of Bashtarle, Greta Garbo" near episode 4's end) only serves as ED for episode 1. Might also be on one of the last three, but I don't know about that.
Also, that song only plays over the preview for episode 2. (Yes, they had a 1.5-minute On the Next scene.) The actual credits are done white-on-black, movie style, after that with the "Experts of Justice" theme playing over them.
Now then, at the risk of repetition...
The anime has been commercially released in the US.
Is it The Slayers? Is it Give a Reason? Is it Get Along?
I have every intention of naming those songs until someone cites it. I swear. Actually, come to think of it, many of you are younger than I am, and may not even know about The Slayers enough to be able to cite the opening songs off the top of your heads... hmmm...
Why, back in MY day, Megumi Hayashibara was the undisputed queen of anime. QUEEN!
