I AM NINJAING
You know this song if you've been paying attention to my ramblings for a while now.
Is it sung by Megumi Hayashibara?
I, Billy, am in despair!
Do you mean that?
No and no.
So the rambling you're referring to is older?
Am I Completely Missing the Point of your hint?
Did it start after 2000?
Did the series it's from start airing after 1990? after 1999? after 2005?
Started after 1990 but before 2000.
You are Completely Missing the Point, yes.
The rambling is indeed older than the last page. Honestly, if you don't remember it, it may be hard to find it...

Is this series made by the same author of another series you have displayed great fondness for?
No. My preferences for authors or singers or writers or what have you has no relation to this series.
It is not Michiko e Hatchin and honestly, Megumi Hayashibara isn't in it either.

Well, I was actually wondering if it was Lost Universe.
Oh, yeah, not that either.
If this takes more than another page, I'll expand the nature of the hint though-if you guys recognized what I was going on about, you almost certainly could have gotten it in one post, but unfortunately, you must have just forgotten the line. Maybe Edmania remembers.

Is it related to To blahblahblah Index?
Nurp. Not even close. Besides, we already established it aired between 1990 and 2000.
I'll go one further to say that it's not based off of a manga or light novel.

Is it Puberty?
It is not.
Is the word "kashimashi" relevant?
Kashimashi? Isn't that like what Jar Sherman always used to say?
No, in all seriousness, I have no idea WTF that is.
Is it longer than one season?
Did it start airing after 1995?
It only has one season.
It aired after 1995
Did it air in 1997? 1998? 1999?
No, yes, yes.
Did it finish airing in 1999?
