If I remember right, this never got past the proposal stage, though the artwork that was done for it was quite good. I'm really not terribly upset it never got made. I'm sure the folks behind it were pure of heart, but it sounds entirely too much like somebody's bad fanfic. It completely violates the Batman premise and co-opts the characters in an attempt to sell a high-school soap opera. It could be funny as a parody, like the super-deformed Last Airbender shorts (like School-Time Shipping), but I can't see it carrying a whole series.
Because his parents are constantly away 'on business', and so he acts out by trying to stop bullies and the like (as his equivalent of the Batman persona) in hopes that they'll take notice of and be proud of him, and come home to see him in person sometime. That got him expelled from other schools, landing him in Arkham High.
A major plot point is Bruce Wayne's struggle with illiteracy — then, in the last episode, he realizes that reading is a function of the left brain, wakes up, and pulls the Mad Hatter's Lotus-Eater Machine off of his head.

I just find it annoying that adaptations keeps pairing them up. The DCAU did it too.
