There's an image that would be more suitable for this trope that's currently on All Men Are Perverts.
It works, yes, but it also works on All Men Are Perverts and I think that trope has priority, seeing as it's already there.
There is way more Power Perversion Potential than just X-Ray Vision. Lots of examples.

Infinite Tree: an experimental storyIt is not an example because she isn't being perverted, at all, just oblivious. Also, she is apparently seeing material inside the boobs, which isn't really very titillating. Note the other examples of X-ray vision PPP have the power being used to see underwear or even naked flesh; but not under flesh, that is a primary function of X-Ray vision.
Supergirl is using her powers on boobs, but not to see boobs. If it was voyeuristic in any way it would count I guess; but both the dialog and artwork say "oblivious".

Any particular superpower might have perversion potential if you thought about it for a while. The trope is about using the power that way.
Agree, invisibility and "plastic man" type powers are pretty high on the list imo.
