So what is the state of affairs with ptitles now? What is the recommended way for going from a YKTTW to a ptitled page?

  • Is it "create the page and launch the YKTTW to the unpunctuated redirect"?
  • Is it "don't do ptitles anymore"?
  • Is it anything else?

Launch it to the unpunctuated title. You can work on filling it all in there. When it is done, create a ptitle, move the text into the new ptitle, and redirect the unpunctuated title to the new ptitle.

This is one way to make sure we always an unpuntcuated version.

Also, is it normal that ptitles are in potholes on index pages like Stock Phrases?

Yes, indexing doesn't work otherwise.
