Well, you want to find the rate of change of volume of the balloon with respect to time, so you need to find the derivative of the volume function. Next, you want to know the rate of change at a particular time t, so you plug that value of t into the equation of the derivative function, and get your answer.

So V'(300) = .01(300) - 25 = -22 Since the time is negative, it's emptying instead of filling up.
So after five minutes, the balloon is emptying at a rate of 22 cm3/s.
