I've just started on a story that focuses mainly on kitsune-onna, and I need some kind of unified theory of martial arts for them.

They are usually between 4 and 5 feet tall and can jump to at least twice that height. I can't have any of them be bruisers, because their bones are thin as well as their muscles.

They have claws, but they aren't very long, and many of them use short swords. Two notable exceptions can use fox-fire, thus their status of "gods."

I'm really looking for martial arts advice, but if anyone knows anything about shinto magic, I'd love to hear about it.

I'll preface by saying that I don't know a lot about martial arts but if your willing to take some advice with a pinch of salt.

It sounds like you're looking for increased mobility and speed, a little too big for yoda-esque fancy foot work but perhaps something along the lines of two stick fighting.

Kitsune-onna were shapeshifters in Japanese mythology, and were experts in espionage and deceit. My best suggestion is to have them utilize traps and disguises, saving the hand-to-hand combat for a last resort. If they had to fight hands-on, I imagine them being a very... slashy-stabby group. And don't make them afraid to go for the eyes.
