I've only seen three people use Pikachu since Smash 4 was released. Total. This is despite him being an S-tier character with a low learning curve.
I'd hardly call that "overused".

Pokémon is a series with over 700 playable characters. Most people don't want a separate evolution of an existing rep, even as a costume, when most of the evolutionary lines let alone species go completely unaccounted for.

But, since Pikachu is the mascot of Pokemon, it's what we are exposed to most.
The problem when something is popular it is likely to become overexposed. Frozen, Marvel, DC, My Little Pony, Mario, Call of Duty, Halo, Star Wars, Spongebob, and Pokemon are all things that have faced this problem, depending on your POV.
AAAAUUUUGGGHHHH!!!!We need more Gen III and V representatives to be playable, if anything.
Bisharp would be a cool candidate for the V rep because I'm totally not biased, while III has Sceptile (Gardevoir is a Poke Ball mon, so she's out).

"Tell them to shut up and have some faith in me." - dead flashback guyI imagine Sceptile's popularity is partly because we have a Fire and Water starter in Smash so a Grass one would complete the trinity, and likely also a big popularity boost thanks to the Grovyle in PMD:E.
Mind you, I think Sceptile is a silly choice myself, but that's the two biggest reasons as far as I can tell. I don't think we're likely to see any future Pokemon newcomers except from whatever the most recent generation is. The roster's already bloated with Pokemon as-is, and four of them are Gen I. Having a rep from each generation is simply infeasible.
Anyway, regarding the limited nature of Sonic and Pac-Man's palettes, I imagine it's partly because their blue and yellowness are iconic. Making Sonic orange or Pac-Man green would cause them to cease to be Sonic and Pac-Man.

You cannot firmly grasp the true form of Squidward's technique!We don't need more bipedal Pokemon (though Bisharp would be boss), I suggest Torterra and Reuniclus. Torterra would be what I already described it as. Reuniclus would be really slow, but would have 4 jumps, a ton of ranged attacks, a decent amount of punching moves, and Trick Room as a Final Smash, making it lightning fast and everything else agonizingly slow.
