So I found out there's a Melee hack called "SD Remix" which fixes that game's abysmal balance a bit.
I still prefer PM over this, but I approve.

There were a few instances in the subsequent matches where it helped push away that guy's Shulk too and kept his counter away from me.

Half- to three-quarters-charge it's actually a faster move with more knockback than the fully-charged version, and, of course, it's much more unpredictable.

The fully charged waft's main thing is that you're suppose to hit the target with Wario himself and not the blast.
