I mean, Pokémon as a franchise is nowhere near as omnipresent as it used to be.
In the late 90's? Early 00's? You couldn't walk five steps without seeing a Pikachu-print something.
Nowadays poké-hype's pretty much confined to just Nintendo fans.
Still popular, yeah, but not even remotely comparable to its heyday. (Keep in mind 64 and Melee were released while it was still in its heyday.)

On that note, I'm impressed at how nobody cared about the G/S juggernaut Pichu being on tier 3.

Pokemon XY will almost certainly be Nintendo's biggest seller of the gen (with the possible exception of both Smashes combined) Easily. It's also the only one with serious multi-media representation with anime, movies, manga, cards, toys, smartphone apps, official tournaments in over 40 countries, and much more. Pikachu has parades in its honor.
It's still huge, though it's not quite the phenomenon it was at its peak.
Any list that puts Jigglypuff and Pichu on the same level as Dark Pit isn't worth salvaging.
Jiggs has fallen out of relevance, though. Like I have heard that she has fallen out of relevance. And I highly doubt that the general public at large will recognize Pichu.
Also, I have said this before, but you can also make your own list. My list is a reflection of who I think is well known. Your list can reflect who you think is known. No need to contest my list because it doesn't fall in line with what you think.

Last gen yes. Right now? Not really. XY are over 13 million and may very well reach 15 million eventually. ORAS should be over 10 million by now. Z or whatever it is will probably do 6-7 million, but obviously that's too early to call. Mario's biggest game is Mario Kart 7 at 11 million, followed by the 3DS platformers at around 10 million. Of course Mario is strangled by the Wii U, but that's how it rolls for now.
I do want to note that Mario is the bigger video game franchise, but Pokemon is the bigger franchise in general thanks to all the multimedia stuff. It's an important distinction when discussing which is bigger.

If my numbers are correct (which I can't be certain of for older titles), Pokemon's peak is RGB with over 30 million sold. Pokemon Yellow was over 14 million, and put together that beats any Mario game. Super Mario Bros. is around 40 million, but that was bundled. Mario Kart Wii is at 35 million, but that was also eventually bundled. New Super Mario Bros. DS is at 30 million. So their peaks are pretty close, but nowadays Mario depends on how well Nintendo is doing, while Pokemon is overall more consistent.
Mario and Pokemon are selling less due to hardware issues. Other series (on and off Nintendo platforms) have seen greater success these days. And what do you base success off of if not sales? Critical reception is nice, but that doesn't automatically translate to success. Brand revenue is the other thing I can think of, but I don't think we have those numbers.
Finally beat All Stars Hard with Fox. Thought I'd never be able to do that.
Jigglypuff's not so bad, actually. Her excellent recovery means you run less chance of being unable to return to the stage, and her Smash Attacks pack enough punch.
The problem is characters whose Smash Attacks are really weak or have awkward hitboxes, like Duck Hunt.
