Why is the song selection for both Street Fighter and Mega Man limited to a specific era? Street Fighter is limited to the SF 2 era (and only variations of Ryu's and Ken's themes. No Guile, Chun-Li, Cammy, or M. Bison themes), while Mega Man is limited to the NES era games (Where are 7, 8, Mega Man and Bass, 9, 10, X, Legends, Game Boy version of V, full remixes of themes from NES 4-6, Battle Network, a full remix of Bubble Man's theme?). I really don't know why this is a thing? Particularly since no other franchise in Smash is limited to a set era.
AAAAUUUUGGGHHHH!!!!Yeah, I'm not gonna believe it has anything to do with "iconicness", and simply offer that it's explicitly Classic Mega Man and a Classic Mega Man stage, so they focused primarily on songs from Classic Mega Man.
And Ryu's biggest tie to Nintendo is Street Fighter II and at least some of it's various re-releases; after that game, the only thing Nintendo really got in way of Street Fighter was a 3DS port of IV. And the lack of song choice probably ties into it being DLC.
In the midst of the immensely popular USFIV, the build-up for SFV, and the continued development of TXSF, why on earth would Capcom care about advertising II?
Sakurai's the director, and he makes the final decisions. If all of the others weren't enough of a hint, Ryu's implementation and execution makes it abundantly clear that 3rd-parties are not immune to this rule.

I, personally, wasn't implying that Sakurai was at the mercy of these decisions or anything (assuming they happened), but even if the third parties didn't say anything about what to include and left it up to him, Sakurai decided to limit the representation to SFII for whatever reason.
On Ryu in particular, the character himself seems to have nods to more than just II (I know he has references to III and IV in his moveset), so maybe that felt like enough to just leave his stage and music representation with Street Fighter II (though I agree that Ryu's stage being DLC probably had a hand in it).note

Almost definitely because Capcom gave them a specific list of songs they could and could not use. When you're dealing with third parties, there's a lot of rules you have to follow, and some of them are probably dumb but that's the decision the company made, either through vague wording or specific details.

If they didn't want Guile's Theme in, then we aren't getting Guile's Theme. Who knows why. That said, I agree it's disappointing, but at least the regular music still sounds great.
