I'll agree with you on this one. Dr. Mario is Mario with a few different quirks; quick and relatively easy to make. A sword wielding Ganondorf would mean putting resources to make an entirely new character who would in the end be a guy we already have on the roster. I'd much rather see that effort go towards a new face, especially for DLC.

People were already up in arms about Lucina and Dark Pit. Dr Mario got a pass because of Grand Father Clause which is ridicilous in all honesty.
Though as far as I can tell, Ganon does quite well with all three of magic, fists and swords. It would have been an improvement if he had a few new moves replacing the Falcondorfiness, but he also works so well as a brawler.
But that never happened, because of the previously mentioned clause. Which is a dumb excuse anyway.
Moved handles because meh1. Why is it "one solitary instance".
2. Even if it is, that's why I'm asking for something that requires relatively little development.

It kinda sounds like what you're asking for is right in the middle of the 'characters that need to be made spectrum', though. Not clone-y enough to be a clone, and not worth the effort of programming as a new character. Like, clones are good 'cause they're (comparatively) less effort to work on, and if you want a new character, fine then. But if you want another character with a sword, then why not program a new character that's not already in the game? I understand the desire for sword Ganon, but it's both too much effort and not enough effort to make.

Louder than God's revolver and twice as shiny.The thing is that Sword Ganondorf would not actually require little development. The only things you could reuse are the model and his voice, which I'm pretty sure are exactly the parts of character development that take by far the least amount of effort. As far as I know, the vast majority goes into programming the movements, then programming the specifics of the moves, then testing and such. Which that character would require.
He is a muscle wizard with a side of sword.
Smash gives him muscle, but not enough wizard. Needs more wizard.
Random: would Ganon be called "porky" instead of "beefy?" I mean, he is a manbearpig a boar of a man.

Moved handles because mehKnow what? Let's go full Fighter Mage Thief and have punchy (current) Ganon, wizard Ganon, and sword Ganon. Or instead spend all that money and effort into worthwhile pursuits insteads, like adding in more blue haired sword wielding Lords.

I really have no problem conceptually with either, but I figure at the very least they need Divergent Character Evolution, but since there's custom movesets, they might as well just be alternate costumes (with voice quotes and endings), instead of taking a full slot that someone else could bring much more variation to.

If Sakurai even considered doing that, he'd think to do it for Chrom, who actually has in game justification for it (what with being a muscular descendent of Marth who learns Aether)

Yes, he would be considered a different playable character. He would also be a terrible different playable character that would in no way be justifiable to implement before any of the countless other potential characters that would actually improve the game with their presence.
... I've ranted enough about how adding too many too similar characters from the same series is a bad design choice. Don't even get me started on adding variations on the very same character. I mean, if it's a no-effort clone or reskin, by all means. If it wastes resources better used on something worthwhile, cease and desist immediately.
