I'd say Terra would be the best possible rep, since she's the most popular Nintendo-era FF star, and the for real most popular one, Cloud, was on a Sony-exclusive.
But Snake's existence in Brawl makes me wonder...
Then I remember that Square pretty much loathes working with Ninty, so chances of an FF rep are pretty slim.

Heard a lot of "MAYBE as paid DLC" floating about, but thats all. Just a giant-assed "MAYBE".

It's less of a "maybe" and more of a "for sure". The free download promotion is available for a limited time only, so it stands to reason that Nintendo won't let one of the most wanted characters Lost Forever.
Yeah, he's just free to anyone who buys both versions as a sort of reward because Nintendo likes to reward their dedicated customers.
Also, why do people keep saying that Square hates working with Nintendo when roughly half of the Kingdom Hearts games (not counting remakes) are on Nintendo consoles while Bravely Default and Theaterhythm are also exclusive to the 3DS. There's even been a few Final Fantasy spinoffs that were exclusive to the DS. They just haven't had a main Final Fantasy title on a Nintendo platform in forever.

There's quite a few, but the last thing they want is a Sony/Disney owned character when it'll cost a severely high amount of money.

Actually, it's not Square, it's just Disney. Disney owns all rights to ever original character in the Kingdom Hearts series.
I would be surprised if we got any third party character through DLC, though Rayman is a possibility.

As long as Nintendo and Konami cooperate, won't be an issue. The fact he already has a full moveset and Final Smash is easy. Just needs to work on the custom moves. Also, he's far more popular than Rayman and it requires even less cooperate from Konami than Ubisoft on Sakurai's part, and possibly less money. Nobody knows why Rayman isn't playable in the first place, but if he didn't get in then, that might mean he may not get in till Smash 5/ever.
Plus, being a veteran heavily puts it in Snake's favor over a new 3rd Party that isn't that important to gaming right now. Rayman seriously isn't a Legend by any means. He didn't make a huge mark and had decent popularity, but went pretty badly during the Rabbids era. Snake didn't even have to deal with this. Worst was Raiden's appearance, but that even has been warmed up to and it was a single game, not a giant set of games that pushed Rayman himself out of the spotlight.
Shadow?Unfortunately, that's beyond unlikely, as cool of an idea that is. Sakurai made it severely clear he's working on no other characters but Mewtwo. He's even implying he's having trouble with him too and may even be understaffed during his interviews. Which is nuts, unless he only has the 80 guys he hired while the rest are taking a break. Which isn't much for an entirely new character in less than 3 months while working on perfect Tourney Mode and having some people monitor Miiverse for phrases to put into the stage. And any balance patches needed that are significantly a problem.
If Snake is going to come back, it'll probably be way later after Summer when he decides if he'll do DLC beyond Mewtwo as is.

MS: This time customization was a factor, I thought that we had to take a step towards being able to create something to your own liking during development. Although, we were thinking a lot about whether people would be happy to see the Mii Fighter as their opponent. For example if "My mommy" would come up as an opponent, would that really become a heated battle...? As we thought about that, if the character were to look and come out nonchalantly like in Mii Plaza, this would have been a definite failure. In the end by having the head of the Mii and changing up the body as well as giving them proper moves we managed to bring it into existence.
From this, it seems that Sakurai thought that including the Miis as they normally are (Mii Maker, Mii Plaza, Wii Sports, and so on) would make them look too out of place, even with their customizability. He solved that by essentially creating them as if they originated from Smash Bros. instead.
As for my own thoughts, I think that Sakurai's way of developing the Mii Fighter necessitated a separation from how the Miis had been used in the past. With this, I think he eventually developed them in the veins of creating a unique character for Smash which would explain why the Miis represent (and, technically, originate from) Smash instead of any of their own series.
MS: Actually all "Model-change"-characters that we have now were originally just supposed to be color-configurations. Just like the Little Mac-wireframe or how Olimar and Alph are included, we planned to just make the look and maybe the voice a possible configuration. But, when talking about Dr. Mario, including his abilities he had a lot of individuality in Melee compared to Mario. Also there were fans that said things like "I'm a doctor!", or "A back-alley doctor!" when they chose the black color-config. When you have such fans and you just change the character-model and leave it at that and it becomes "The same as Mario", we thought people might get angry (laughs). That's why we forced ourselves and changed that. But, unlike we did in the past when we separately added abilities and monitored the results, this time we used the customization-system and entered the adjustment-process by starting with a "Mario that's a bit heavier, with added attack-power". Although even then it still took a lot of work. During the regular adjustment-process we have each fighter battle all others and try to grasp the "strong" and "weak" problem areas, but in this case we had Dr. Mario go against Mario and tried to adjust it so it would most likely result in a tie. We did the same for Marth and Lucina, as well as Pit and Black Pit.
And thus we have some more information regarding Dr. Mario's triumphant return, as well as Lucina and Dark Pit. Dr. Mario's inclusion came about as a result of his established individuality in Melee (and the most awesome palette swap).
Though regarding balancing up against the parent character, Sakurai really dropped the ball on Lucina though.
In terms of my own thoughts, I'd say that although I got some things in regards to Dr. Mario's inclusion wrong, I was right about Dr. Mario being separate from his parent counterpart again because of his previous inclusion in Melee: Since Sakurai needed a Mario clone for Melee and Wario was right out, Dr. Mario came in instead and his unique quirks gave him the individuality needed to stand out from Mario and make him a good choice for a Moveset Clone slot later down the line. Given all of this, his inclusion in Smash 4 also proved me right in regards to the fact that Dr. Mario could indeed return as his own character.
MS: You think Duck Hunt is a rather minor character, right?
ND: We...think so. (laughs)

MS: Please try to have a look at the sales-numbers. It might be the most-sold shooting-game in the world. It might be because it came bundled with the NES outside of Japan, if you look at worldwide numbers you come up with a huge number. I thought to create a character based on that would be appropriate, so we included that character from the very beginning of the project.
ND: So it was a candidate all along for the whole Smash Bros.-franchise?
MS: No, that would be exaggerating...in past titles we had our hands full with the characters we included back then. Even if we had tried even harder back then we couldn't have included it. But this time it was fun to do "Duck Hunt" and its shooting-like presentation. Like having a third person intervening the action, being able to say "It's actually a trio" was fun. That's how we finalized it during development of the concept, saying "That's how we can make it work!".
Duck Hunt was included from the very start of the Smash 4 project because it came from an old game that might be the most-sold shooting game in the world. Whether it was because it was bundled or not was not important; the characters of that game were still exposed to millions of old-school fans (and the dog in particular, given how many who'd profess their hate for it). He also managed to find a niché for Duck Hunt through working on it by eventually making the character a trio, including all of the core characters from Duck Hunt.
I myself think that Duck Hunt's Smash incarnation is a great idea. I really like the concept that Sakurai arrived at, and how it was implemented into the game.
