It's quite likely normal, low-level monsters really are quite powerful compared to normal humans, since Palutena and Pit are extremely impressed when they see Magnus (a human) being capable of holding his own against monsters as well as Pit is. They even question whether he even is human.

The thing about the Oracle games is Ganon was resurrected as a mindless beast. It's likely he didn't have his "true" power. Also, you could get the Master Sword in that game anyway, so arguably that was how the story intended he was beaten.
The Silver Arrows clearly were turned into the Light Arrows later. Now that they have a purpose in the game besides just being a slightly more powerful arrow, it made sense to keep them the same way.
But yeah, it's hard to say who'd wreck the most. With so many weird games making it so you could beat Ganon without Legendary Weapons(Hyrule Warriors allowing your Captain to beat him...) and such, it's a real question of what his true weakness is. It tends to be "hit by a sacred arrow, any sword works". Also, you cannot defeat him without the Silver Arrow and a sword in general in Zelda I.
