A more accurate figure would be about 700 man-hours to make a brand-new character, at least according to the Project M Back Room on making Mewtwo and the Luigified Roy, which, given a reasonable work schedule, would stretch out to about a year. He probably has a highly concentrated team working overtime now.

No, it's not strange. Pound is a pretty Shoryuken-like attack – quick startup and a powerful launcher in exchange for high endlag. Rest is pretty situational – I only use it after I've tricked the opponent into being within Sing range.
Rest in anything beyond Melee (and even then sometimes) is mostly used for style points. It's the ultimate high-risk-high-reward move and feels like such a troll move when you throw it out when no one's expecting.
I'd argue that it's closer to a DP than Pound is because Rest actually has invulnerable startup from frame one and a bit into the attack.
