Not quite, most of the people who wear costumes during Carnaval are the performers for the Sambadrome, unless someone wants to buy a costume from a Samba School. Generally the population stays in their ordinary clothes. Also, the costumes used in Carnaval are usually of an original design without being a direct reference to anything, unlike, say, dressing as Link for Halloween.

My school is going to celebrate Halloween today in a party, though I'm likely not going because I don't really like the people in my school and standing around next to a bunch of people in a scorching day like today is not something I'm looking forward to. My sister is going though, she initially was going to dress as Flandre Scarlet, but she didn't want to risk damaging the wings of the costume, so she's going as a generic vampire
I'm not much of a party person
It may be scorching down there but here in Indiana it is snowing. Silly isn't it?

She's 12, started cosplaying as Flandre last year alongside me and my cousin. I cosplay as Roy Mustang by the way. There are probably some photos of us dressed up somewhere

Wearing a character themed shirt counts as dressing up...apparently...some of the people in my school were doing that.
