I'm sure that some stuff is doable, but if he wanted to do a character or a stage he'd probably have to redo them from scratch.

The Bureau ProjectSeeing as SSB 4 is directly built from Brawl, characters from it would technically require no extra work to be playable; but the VFX, animation, sound, model and texture updates that'd be needed to bring them up to par with the rest of the cast would still take a reasonable amount of work. And in the case of Ivysaur and Squirtle, that's two extra specials that have to be animated and coded, alongside a full set of custom moves for each character.
...Well, he's a known workaholic, and I believe that he mentioned during the development of the 3DS version that he was damaging his hands or wrists due to how often he works.
He really does need a break though. Too bad he still has work to do even when the Wii U version of Smash 4 is released.

Lucas may make it back, especially if Mother 3 does get localized like they teased at E3. :(
Okay, so Lucas isn't coming back. Still, he and Wolf are probably the easiest to bring back. Squirtle and Ivysaur would need new moves, and we don't need more Pokemon. Ice Climbers still have technical difficulties. Snake is third party. No one cares about Young Link. Dr. Mario, Roy, and Mewtwo are all in. That leaves Pichu, who is yet another Pokemon, except this one people don't care about.

Only thing I've heard regarding the Ice Climbers' cut was because they were low priority and that they couldn't get them to work on the 3DS, nothing about time constraints.
Only one of Wolf's specials was actually given to Fox. Lucas has it a bit worse, with all of his specials being given to Ness as custom moves. Granted, they'd still be low priority either way.

His PK Freeze goes at the same speed as PK Flash and I heard his PK Thunder variants is also different in how it works. I think the only one that's exactly the same as Lucas's version is PSI Magnet.
I don't have Ness's Custom Moves to test it myself though.
@Sakurai situation: To be fair, I think his workload won't be nearly as big when all they're developing is some characters. The majority of the difficulty was probably keeping track of all the different teams developing all these different aspects side by side. When there's less going on, the director probably won't have that much to do.
@me being a whiny bastard: I just actually tried out Little Mac myself to chase around a level 9 Mac in Training Mode, and I'm a little mystified by anyone saying they're good with him because I don't see how you couldn't be. All you have to do is not be an idiot with his specials? Aside from that it's literally "don't get hit" and "hold the appropriate direction and press A to kill everyone"? As expected I'm getting better results with him just running around and throwing out tilts and the occasional smash than I am using the entire arsenal of characters I've actually tried to get good with.
Yeah, I will not let this go. I really despise this character.
PK Fire Burst and Frontal PK Magnet work like Lucas's versions. PK Freeze and Lasting PK Thunder are the ones that have similiarities, but aren't completely like Lucas's version. Regardless, that still makes it 2 moves that were ported over and 2 moves that are merely similiar compared to Wolf's one move ported over and one move that's similiar to one of his.

"The First"!Little Mac is very easy to play with, no doubt, but the thing is that while playing with him on the ground is a complete non-issue, the problem is that you have to know how to exploit his super-armor and get very good at dodging with him, otherwise the opponent will very easily throw you into the air were you're pretty much helpless and at higher percentages being thrown off-stage means you're done.
You could say that while Little Mac can easily KO, he's easily KO'd himself. His Smash attacks leave him pretty open if they miss and so do his specials, if someone escapes from his basic combo you're also left pretty open. If you don't know how to handle him properly, you're going to get easily punished and sent flying.
