To me Arc Sys are kinda worse since their Blazblue CP character DLC was overpriced and still is and most of them (Old Noel, Terumi) were playable and fightable in story where they'd logically be unlocked. That and Kokonoe seemed to be poorly tested when she first showed up. Maybe its because they had full blown arcade stories too but IIRC when the BBCS characters were released they didn't have arcade stories and were still a bit too expensive. Capcom are actually pretty light on that thing, S Fx TK aside (and it was only one game they fucked up, can we ever let it go?)
Tekken Tag 2 was beautifully done tho. You could pre-order the game from one store and get one of the DLC chars early (Ancient Ogre, Michelle, Angel, Kunimitsu)

If you're asking for the character with the most potential in the hands of a highly skilled player, probably Rosalina. If you're asking for a character anyone can easily pick up and destroy everything with, Mac. If you aren't into terribly designed characters and care to actually use some amount of finesse, maybe Zero Suit Samus instead.
It really depends on what you're asking for.
Harada, Tekken's producer, went on record saying he felt nothing so integral to a game as one of its playable characters should cost extra. Shame no one else in the business seems to agree with him.
Can't really blame genuinely new characters costing money, though, since people laboring away after the game is finished should be compensated for that work. I'm guessing those Tekken characters were nearly finished and just needed some last minute touching up or testing before they shipped, since they were all released fairly quickly after Tag 2's console release.
So I just head the new Fox shout "Landmaster" for the first time.

I've gotten used to his voice though, and I don't think it sounds that bad, but it's a definite step down from Brawl.
@Enlong: Considering there are a couple of characters who have their music in others' stages, I wouldn't consider Wonder Red down and out just yet.
Yeah, I thought Falco had the same actor from Brawl. He doesn't sound that different and I kind of like how he sounds in 4.

I don't like Falco's voice either, but part of the reason could be because I just miss the old one so much!

My personal headcanon is that sometime between Brawl and 4, Fox's Arwing crashed. Badly. So he had to have genetic therapy or... something to replace the damaged parts of his body. As a result, his voice box is a lot younger. It's also why his movements are generally stiffer and nowhere close to what they used to be.

I think TTT 2 DLC characters were flat out free. They were just timed release rather than anything.
Though they were found on the disc, it's better than paying to unlock them like Capcom would have done.
