I have a message from another time...I wouldn't ban custom moves, if I were doing tourneys. It's not like items, where it's random and can unbalance a fight (which may not be too terrible, but would require a larger number of rounds in the tourney to be fair overall), but rather it's a choice the player gets for their fighter, which are known in general, if not in the specific.
I find it to be a similar concept to not knowing your opponents' move sets in a Pokemon match, or having your team composition and asist choices hidden in a game of MVC or Skullgirls or something.
And if the tourney makers really want, then they could require players to announce their setups.
I have a message from another time...^ I would go with the last thing, as the possible moves are specific variations off of a list, but then I'm not too much in the tourney mindset. Just check the custom moves for anything that's totally unacceptable (which I doubt would be many), then have the players declare their movelist at onset.

With the exception of Palutena's everything, all the custom moves are really just variations on their already-given moves with bonuses like more power, faster, larger hitboxes, different hit properties, etc. Nothing really looks like it'll be super broken; even Palutena and her get-in-free moves come at the cost of some good tools like her Reflector and easy recovery. I doubt there'll be a need to outright ban anything.

It's not relevant to 3DS tournaments, of course. We may not have to worry about that regardless since we can use a 3DS as a controller now.(although many have cited "My Circle Pad broke because of the demo!" lately that I've seen, so eh.

However, I might've heard wrong or misremembered. Probably best to research that one. But I do think you can definitely do this with the 3DS controller now. It probably was implemented that way so you can transfer your customs over to the other version. It has a "link-up" style option and all.

It's for saving custom moves and parts to a specific AI stored on the amiibo.
It is not possible to render the data on the amiibo as a human-controlled character.
EDIT: It's a regular ninja storm in here!
Custom Moves look to be relatively easy to get- It's Custom PARTS, the equipment pieces, that look to be a bit more of an effort to get. I'm guessing that any given tournament with all the stages and characters unlocked will also have all the custom specials available.
